I mentioned in a letter on an earlier White
Paper draft that we felt there was a need for passage at the end of the paper explaining succinctly what was at stake in the talks (a puppet legislature or one which would be demonstrably capable of defending Hong Kong's interests) and why no agreement was better than a
bad one.
I have consulted the Governor again on this point and he remains of the view that such a passage is needed. I attach a suggested draft. If you agree, the best way of incorporating this might be within Part IV immediately before para 75 in the draft. Such an expanded passage final
final section might then be more appropriately named "Conclusion and Way Forward".
Para 76: One final amendment to the last sentence. We suggest adding "on these
these remaining issues" "legislation".
