(5) The British side have proposed that the system of appointed
membership of District Boards and Municipal Councils should be abolished with effect from September 1994 and March 1995
respectively.
Draft legislation will be introduced to this
effect. The Chinese side have proposed that a certain
proportion of the membership of these bodies should remain
appointed. The Chinese side point out that on or after
1 July 1997 the authorities of the HK SAR, in accordance with
Article 20 of the BL, will determine on their own what should be
the number of appointed members of District Boards and
Municipal Councils.
This Memorandum of Understanding will come into immediate
operation.
The foregoing record represents the understandings reached
between the Government of the United Kingdom of Great Britain
and Northern Ireland and the Government of the People's Republic
of China upon the matters referred to therein.
