OUR ORIGINAL 1992 PROPOSALS
Chinese authorities should apply objective criteria (ie pledge of allegiance to SAR and to uphold the BL) when confirming who can serve beyond 1997.
OUR REVISED PROPOSALS
Offer to build on Chinese list of requirements to reach agreement on objective criteria in form of an oath of allegiance to the SAR, consistent with the BL; to be sworn by LegCo members in 1997. (Essential there should be no test of past political views or actions.)
CHINESE PROPOSAL
In addition to oath of
allegiance, all post-1997 Legislative
Councillors must uphold the Basic Law. List of requirements to meet this condition spelt out includes ban on actions undermining socialist system.
