Abolish corporate voting in existing or new FCs. Nine new FCs extend the franchise to entire 2.7 million workforce.
All or most of Election Committee members to be elected District Board members. Any registered elector in Hong Kong eligible for election to these 10
seats.

REVISED BRITISH PROPOSALS
Abolish corporate voting as in original proposals. New FCs revised with 6 of them building on Chinese ideas. Electorate reduced to under 900,000.
Four-part Election Committee. All members elected. Three parts elected by FCs and fourth sector to be returned by members of DBs, MCs and Heung Yee Kuk. Election to the EC by block vote. EC to use
single transferable voting system to elect 10 LegCo members.
Offer to build on Chinese list of requirements to reach agreement on objective criteria in form of an oath to pledge allegiance to the SAR, and to uphold the BL; to be sworn by LegCo members in 1997. (Essential there should be no test of past political views or actions.)
CHINESE PROPOSALS
Existing FCs unchanged. Nine new FCs all based on corporate voting. Total FC Electorate about 130,000.
Four-part EC. Three based on FCs. Fourth includes Hong Kong deputies to NPC and CPPCC, neither group being elected in Hong Kong Election to first three sectors of EC by block vote using a simple majority system. 10 members then elected by the EC from the 12 nominees by simple majority.
In addition to pledging allegiance to the SAR, all post-1997 Legislative Councillors must uphold the Basic Law. List of requirements to meet this condition includes ban on actions undermining socialist system. No confirmation that there would be no test of past political views or actions.
