83. On the other issues, the Governor's October 1992 proposals
remain the preferred approach for Her Majesty's Government and
the Governor. The British side were prepared to offer revised proposals during the talks, in an effort to secure an acceptable overall package, including agreed through train criteria. has not proved possible to achieve this. In these circumstances, the Governor will now be consulting the Legislative Council and listening to views more widely in the community before deciding on the content of draft legislation to be introduced on functional constituencies and the Election
Committee. Her Majesty's Government and the Governor have said repeatedly that they do not wish to go further or less far than the people of Hong Kong wanted them to go. It follows that a period of consultation is required before legislation on these remaining issues is introduced.
