The Secretary of State was grateful for your submission of 26 November. He is content that the updated draft White Paper, with amendments added in manuscript, should be sent to HMSO to prepare for publication. He agrees with Mr Masefield's point. I have suggested on the draft how this might be taken on board.

However, in the Secretary of State's view, the White Paper, and especially part IV, can only be issued if all constitutional talks with the Chinese have irrevocably broken down. He considers that we must not assume that this is so just because there is a disagreement on a first phase agreement.
