The Secretary of State was grateful for your submission of 1 December. He has agreed the telegram to the Governor, with the omission of the final tiret, which he felt might perversely provoke the Chinese to withhold cooperation on other issues.

He is content with the draft line for News Department.

He is inclined not to rush into publishing the White Paper. He thinks there may be something to be said for holding it a little longer, since publishing it on

6 December, to coincide with his statement in the House, would give the impression that our move was entirely calculated.
