To show our sincerity, we are ready to make tremendous efforts on this one. We would be content with a formula on the following lines: "In addition, the Chinese side's reassertion, in the context of the discussion of a first-stage agreement, that we should not legislate unilaterally on any matter not agreed with the Chinese side, remained an obstacle."

have been in parallel correspondence with Peter Lai on possible revisions to the White Paper draft itself (resting with Peter's letter to you of 15 December).
