PROBLEM

1. During the summer, the Governor said that in his view it would be necessary for HMG to publish a White Paper on the electoral talks soon after they had concluded, giving an account of the talks and setting out our case in preparation for what will no doubt be a battle for hearts and minds in Hong Kong, and also for any debate in Parliament.

RECOMMENDATION

2. I submit a draft White Paper, cleared with Hong Kong and Peking. This is likely to need further up-dating to reflect the final rounds of talks, but I recommend that HMSO should be asked to start preparing it urgently as a White Paper, in secure conditions, so that we will be ready to publish shortly after the talks finish.
