70. The Governor has introduced draft legislation into the Legislative Council preparing arrangements for the District Board and Municipal Council elections, and for the voting age and voting method in geographical seats to apply also to the Legislative Council elections. [The Governor is also proposing
to amend existing Hong Kong legislation to permit members of Chinese People's Congresses to become members of all Hong Kong's representative institutions].
71. On the remaining issues, the Governor's October 1992
proposals remain the preferred approach for Her Majesty's Government and the Governor. The British side were prepared to offer revised proposals during the talks as part of securing an
acceptable overall package. It has not proved possible to achieve this. In the circumstances, the Governor will be

consulting the Legislative Council,(listening to views more widely in the Community. On the content of draft legislation to
be introduced on these issues, Her Majesty's Government and the
Governor have said repeatedly that they did not wish to go
further

or less far than the people of Hong Kong wanted them
to go.
It follows that a period of consultation is required
before legislation is introduced.
