members of the Legislative Council would be returned
from the existing nine constituencies. Each voter would have only one vote. The British side proposed a
simple single seat-single vote system using the first
past the post method.
e) FOURTH PHASE SEPTEMBER-OCTOBER 1993 (ROUNDS 10-15)

During these rounds, the British offered further
important moves on the functional constituencies and issues
related to the Election Committee. The Chinese side made some
minor adjustments to that position on functional
constituencies. The British side pressed for a discussion of through train criteria. Claiming that they were making a major
move, the Chinese side noted the British side's wish.

The Foreign Secretary held a further meeting with the
Chinese Foreign Minister in the margins of the UN General
Assembly in New York on 1 October. The Foreign Secretary expressed disappointment at the lack of progress despite the
major moves by the British side in an effort to bridge the gap.
He emphasised that the British side were working for success in
the talks, but that before ways could be considered in which
the talks could make further progress, it was essential that a
discussion of through train criteria should get underway.
There was no clear response from the Chinese side on this
point. The Foreign Secretary briefed the Chinese Foreign
Minister on the main points relating to the talks on the
Governor's Annual Address to the Legislative Council which was
delivered on 6 October.

In his address to the Legislative Council, the Governor
was careful not to breach the confidentiality of the talks.
But in the light of extensive press leaks, he confirmed that the British side had put forward revised proposals on the
