At one of the Secretary of State's Office Meetings on Hong
Kong earlier this week, the Governor mentioned that we had in
hand a draft White Paper, to be published quickly in the event
that the Chinese side broke off the talks.
2.
It is possible that we could be in this situation by early
December. I therefore thought that the Secretary of State might
wish to have a first look at the present draft of the White
Paper. It might be suitable reading for the flight home from
Delhi.
I attach the draft. It assumes that the Chinese side have
broken off the talks after we had introduced legislation on the
first stage issues. It is organised on the following lines:
