Professor Turnbull (of Hong Kong University) took me to task at the Seminar on Hong Kong and the Commonwealth about why were the 1988 White Paper proposals less democratic than those envisaged for that time in the 1985 White Paper. She was convinced that there had been a serious dilution of the democratic element in the two sets of constitutional proposals. This subject is treated in para 17. It might be worth checking whether there is any substance to her argument, and, if so, whether the point should be covered.

Some of the detail of the main body of the paper will no doubt have to amended in the light of future rounds of talks. can imagine that both sides will be seeking to end up in as defensible a position (from the point of view of public presentation) as possible. Thus I can see no harm in substance from the Chinese point of view in conceding the voting age (para 45).
