Many thanks for your minute of 6 October and for your thoughtful comments on the draft.

On reflection, I agree with you that the introduction needs souping-up. As you will see, I have gone a bit further than you suggested: revised pages attached.

3. I have taken on board most of your other points. On the issue raised in your para 8, I see from the 1984 White Paper that the question of whether to introduce directly-elected members in 1988 was explicitly left open for further review in 1987. However there is a sentence which says that the bulk of public response suggested "a cautious approach with a gradual start by introducing a very small number of directly- elected members in 1988". So Professor Turnbull overstates her case by talking about a serious dilution. It would be fairer to say that the Community were led to expect the introduction of a few directly-elected seats in 1988. I have amended para 17 slightly (but do not plan to play up this point!).
