When I was in Hong Kong in September, we discussed my first draft of a White Paper.

I have now revised this, incorporating many of the helpful suggestions from HKG. The draft still assumes failure in the talks. I have also produced a draft personal
introduction from the Secretary of State which is intended to be a self-contained statement of our political case. The rest of the White Paper aims at a dispassionate tone, letting the facts speak for themselves.
3.
It would be very helpful to know at our meeting on
13 October whether the Governor thinks that this draft is shaping up on the right lines. I would also be happy to have any further comments on the text from Hong Kong and Peking, if possible without adding greatly to the length. I am also showing a copy to Mr Goodlad before his visit to Hong Kong.
