particular interest in drawing wide attention to the Governor's speech. But there is likely to be a good deal of Parliamentary interest later in the Autumn, particularly if the talks break down. In order to prepare the way for more targeted briefing later, there would in my view be value in a short letter from the Minister. I am arranging with Hong Kong to receive enough copies of the printed version of the speech overnight on 5/6 October to enable us to distribute them with the Minister's

letter.

5. If the Minister agrees, we will submit a draft letter, cleared with Hong Kong, early next week together with a distribution list developed in coordination with Mr Yaxley. We will again face the problem we had last year, that many Conservative Members will be at the Party Conference. I would welcome Special Advisers' views on whether we should try to make special arrangements to distribute in Blackpool, or whether a mailing to the House or home addresses would be better.
