FOREIGN AFFAIRS DEBATES

1. There will be a Foreign Affairs and Defence debate in the Lords on 22 November, and a similar debate in the Commons possibly on 19 November but more probably in the week of 22 November. Foreign Office ministers will speak in both debates, though details have yet to be confirmed.

2. Briefing is required on subjects to be covered in Ministers's opening speeches, and on other issues which may be raised in debate and to which Ministers may need to respond when winding up.

3. Briefing should be on white A4 paper. Each brief should begin with punchy bull points on each subject, followed on a separate page by short punchy defensive lines on particular questions which might arise. Background material need not be provided unless departments think this essential. Those departments concerned will want to make sure the briefing dovetails with the passages they are drafting for the speeches themselves.

4. Urgent briefing may be required on the day, and evening of each debate. Could departments also therefore please provide, at the top of the first sheet of briefing, the name and contact number (office and home) of an officer who can provide a quick line to take?
