3. A side effect of this exercise has been to reveal to me how easy it would be for an ambitious private office to manipulate the statistics to achieve a high success rate! (Though no more so than with the previous manual system.) No doubt this could be taken into account in any future inspections of private offices, where a random sample of MPs' letters could be monitored through the system as a check on the accuracy of the league table.
