1. Mr David Evans MP has tabled an oral PQ (which will be reached) asking to how many countries over the past six months we have made repesentations urging them to hold democratic elections. A separate question to ODA asks about advice to Commonwealth countries on elections.
2. I should be grateful for Departments' contributions, including nil returns, by c.o.p Monday 5 July. These should
cover
(a) the substantive question, including instances where there have been no bilateral representations but where we have been involved in a multilateral initiative (Haiti?);
(b) material for supplementaries:-
-(from geographical Departments) on specific instances. I would expect Nigeria, Malawi, and
(perhaps) South Africa to be top of Mr Evans's and others' preoccupations. But someone might slip in a sly supplementary about Hong Kong;
-(from others) general questions involved, including good government and the Commonwealth/CSCE angles.
