The Governor of Hong Kong visited London from 30 June to 2 July. We took stock of progress in the talks on electoral issues with China. At the Governor's suggestion it was agreed that I should visit Peking with the aim of concentrating the negotiations on essential points. There is only limited time available for reaching an agreement. The talks therefore need to make faster progress.
