MEETING BETWEEN SIR MICHAEL MARSHALL MP AND MR ZHU QUIZHEN

DURING THE IPU CONFERENCE IN NEW DELHI

1.

You might be interested to see the attached account of this meeting, which has been sent to us by Sir Michael's office, and to note Sir Michael's freelance suggestion to Zhu that the two Parliaments might get together over Hong Kong. A dialogue between a well-disciplined NPC and Members of Parliament would be unlikely to be helpful. The idea may well go no further, but it is possible the Chinese might see some mileage in what would be, in effect, a good opportunity for them to lobby MPs. (Zhu clearly stuck closely to his party line).

2. Perhaps Mr Goodlad might have a gentle word of warning with Sir Michael at some convenient moment?
