Problem
A 1. The Lord President's Memorandum, containing the FLG
Committee's recommendations, will be taken at Cabinet on
29 April.
Recommendation
2. I recommend that the Secretary of State accept the Lord
President's proposals as regards FCO/ODA bids, but support
the President of the Board of Trade and/or the Defence Secretary in arguing for the inclusion of the Chemical Weapons Bill [+ others???].

Mr Chamberlain's submission of 8 March (recirculated
herewith) contains the background. Notes on the individual Bills proposed by the FCO, together with those from other Departments in which the FCO has an interest, are in the
annex.

The Lord President's Memorandum draws attention to the key
importance of the second Session in any Parliament, but also to the severe pressures constraining the size of the programme
next time. High amongst these is the overhang from the present
