to request submissions from the three guarantor powers for consideration at their next meeting in Canberra in September. Dr Clark will be writing separately about the possibility of an FCO memorandum setting out UK policy. In advance of Canberra the Committee hope to visit Cyprus on a fact finding mission.

The British Group greatly appreciated the support given by the High Commission. At a final briefing session Dr Clark commented that they had seldom had such assistance from any Mission. He was equally complimentary about FCO briefing in advance of the Conference. In Delhi Sir Nicholas Fenn gave a briefing, followed by dinner, at the Residence on the eve of the Conference; the Lord Mayor of London and Mr Bob Scott, Chairman of Manchester's 2000 Olympic bid, who were separately visiting New Delhi, were also present. At the MPs' request the High Commission also arranged visits to the Immigration Section and the British Council offices. At both the MPs were impressed by the organisation and efficiency of the operations and felt better equipped to explain the systems to their constituents. Finally, the High Commission arranged for Messrs Godsiff and Cohen to call on Mr Gupta, Joint Secretary in the Home Affairs Ministry with resposibility for the Kashmir issue. I understand that they were treated to a robust defence of Indian policy on Kashmir.

The 90th IPU Conference will be held in Canberra on 13-18 September 1993.
