FOREIGN SECRETARY'S MEETING WITH THE PRIME MINISTER: 16 APRIL
For good order, I should briefly record that the following subjects came up in discussion between the Foreign Secretary and the Prime Minister this afternoon:
(a)
Hong Kong: Policy
(b)
With the Governor of Hong Kong and Mr Goodlad, the Foreign Secretary briefed the Prime Minister on the conclusions of the meeting held earlier in the day in the FCO. There is no need for me to read these points back to you. The Prime Minister expressed his support. I have written separately about pensions.
Bosnia
The Foreign Secretary informed the Prime Minister of the action he proposed to take in response to the imminent fall of Srebrenica. This included the idea of appointing a sanctions supremo, and our intention of building up sanctions into a real blockade. The Foreign Secretary said that he had discussed his ideas on the telephone with the Defence Secretary. He described the lines on which he would be briefing the press. Again, as the details are known to you, and the proposals are now being enacted, a record would be superfluous.

Maastricht Bill
The Foreign Secretary and Prime Minister briefly reviewed the state of play.
