provocative. That his tabling of the proposals in LEGCO again immediately prior to another important meeting in Beijing, seems equally provocative. He must have known that he was playing into the hands of those who want to make trouble in Hong Kong. Was it deliberate; or was he, yet again, seemingly badly advised?
