I have received a personal letter from Lord Wilson.

In essence he argues that we must obtain Chinese

tacit or otherwise approval

on the arrangements for the 1995 elections because without such approval the arrangements will not last. His second main point is that we need to establish and maintain a practical working relationship with the Chinese to handle the many things that need to be discussed and dealt with before 1997. Without achieving these two points we will, he suggests, be failing in our responsibilities to the people of Hong Kong.

His remarks were triggered by his copy of the "Dear Colleague" letter which he received from the Secretary of State. He believes it contains some / inaccuracies and some debatable points. I attach his copy

with marginal comments. You may want to give some attention to these. But I do not propose to comment on his marginal scribblings.
