one from your constituent Mr H G Gaule of 25 Southcliffe Road,
Friars Cliff, Christchurch, Dorset about Hong Kong.
You will now have received Douglas' letter of 30 March in response to an earlier one of yours. And I enclose a copy of Douglas' letter to Elsie Tu. These letters explain our approach and there is little that I can add to them. They deal with the
points Mr Maule makes. We have certainly not lost sight of the need for cooperation with China over Hong Kong. We want to talk to them about electoral arrangements and all the other issues we
face in ensuring a smooth transition. But we have the responsibility to administer Hong Kong until 1 July 1997 and that we are determined to carry out.
