It could all too easily be interpreted as a forfeiting of our moral right to administer Hong Kong, or at the least as a sign that we had lost our nerve. Although the Chinese were quite capable of raking up our past when they wanted to insult us, I doubted whether they would be disarmed by an apology. More probably they would see it as sheer hypocrisy (or indeed as a loss of nerve).
