Patten. The Foreign Secretary said that there were two cities in Hong Kong. For many years the money making city was dominant and had little interest in politics. The events in Tiananmen Square had created a second, political, city in which people wanted to be sure that there was substance in the idea of "one country, two systems". Martin Lee and the UDHK had their limitations but they had won the election in 1991 on a platform of more and faster democracy. The Governor's proposals had not challenged the Basic Law ceiling of 20 directly elected seats and nor had he provoked the Chinese by including Martin Lee on ExCo. Opinion polls continue to show strong public support for the Governor's proposals.
