8. VIETNAMESE MIGRANTS

Since the Orderly Repatriation Programme (ORP) was announced in October 1991, camp population in Hong Kong has fallen

from 64,000 to less than 45,000.

- ORP is in accordance with the Comprehensive plan of Action

approved by the Second International Conference on

Indo-Chinese Refugees.

Vietnamese have given assurances

that no returnees will face prosecution. No evidence of ill-treatment for 33,000 returnees.

Since 1989, UK has contributed more than £56 million towards solution of problem.

[If raised] UNHCR can only repay its debt to Hong Kong to

the extent that funds are made available by other donor

countries.

We are in regular contact with UNHCR over this.
