CHINESE REACTIONS TO PROPOSALS

Row with the Chinese bad for confidence in Hong Kong; ought to

seek a compromise

- In interests of Britain, China and people of Hong Kong that

Hong Kong should remain successful up to 1997 and beyond.

Best way to achieve that it through cooperation based on the

Joint Declaration. That is what we seek.

Must not give in to Chinese pressure

Governor has made proposals, with the full backing of the

Government, which he and we consider to reflect the wishes

of the Hong Kong people. He has said that he will consider alternative ideas, provided they too would result in open and fair elections, and commend widespread support in Hong Kong. Not a question of either side giving in.

When will you next discuss Hong Kong with the Chinese Foreign

Minister?

We

- We have agreed with the Chinese Government that Foreign

Ministers should meet twice a year to discuss Hong Kong. last met in September in New York. No arrangements yet made for our next meeting. I would want to see some prospect of progress being made before setting up a meeting.

Chinese not consulted; should have been; China not given face

I gave advance briefing to Chinese Foreign Minister in New

York on 25 September. Governor also sent a message to Lu Ping going over the same ground. We made it clear we wanted to discuss his proposals fully with the Chinese side and

that they were proposals, not firm decisions.

- We have been pressing Chinese side to begin talks. Have

said that we would recommend any agreement we reached to the Legislative Council.
