SAFE SEAS POLICY
Lord Kennet asked Her Majesty's Government:
What is their policy towards the communication adopted by the European Commission last month on a common policy on safe seas.

The car contained only one person in 58 per cent. of the five miles or less journeys, and 59 per cent. of the 10 miles or less journeys. These estimates include journeys by London residents outside London but exclude journeys by non-London residents in London.

The Earl of Caithness: About 96 per cent. of the network is on local roads which are the responsibility of the London borough councils. The remainder is on DoT trunk roads.
