DRAFT QUESTION ON HONG KONG FOR_PRIME MINISTER'S QUESTIONS

Can my RHF confirm that the Governor of Hong Kong continues to have his full support for the proposals which he put forward on democratic development in Hong Kong; and that the Governor and Her Majesty's Government remain willing to discuss these proposals with the Chinese side at any time?

Yes, I am happy to confirm that to my RHF. We are fully behind the Governor's approach. Like him, we believe the electoral arrangements for 1995 should be open, fair and acceptable to Hong Kong people; and that the Governor's proposals will achieve this. But as the Governor has made clear, these are proposals not decisions.

We are willing to discuss them with China, together with any proposals they may have.
