PROPOSED ENQUIRY INTO HONG KONG BY THE FOREIGN AFFAIRS COMMITTEE

1.

The Clerk to the Foreign Affairs Committee rang me today. to say that the Foreign Affairs Committee wanted to give high priority in 1993 to an enquiry into Hong Kong. She thought that Mr Howell had discussed this with you briefly here last November. She had no mandate yet from the Committee to announce the enquiry. But she was interested to have views from you and Ministers here about timing.

2. The Clerk thought that you had suggested to Mr Howell that June might be about the right time for the Committee to visit Hong Kong. She wondered whether that remained your view in the Light of subsequent developments.

3. I would be grateful to know what you would like us to say on this. When I have your response I will check with Ministers before responding to the Clerk.
