As far as we are aware (a) there are no contractual

} arrangements between Her Majesty's Government and NORINCO (b) the only contractual arrangements which exist between a UK Government body and Mr Li Ka Shing is that Hutchinson (of which Mr Li is Chairman) have an interest in a company which holds several telecommunications licences in the UK.
