It has been three weeks since I have written to you to request a meeting at your convenience to discuss the current impasse between Britain and China. Members of the Cooperative Resources Centre have expressed to you our serious concern of a smooth transfer of government in 1997. As this matter is urgent and legislative proposals are to be put to the Legislative Council in early-February, we hope to receive an answer from you by 8th January so that we can make appropriate arrangements for the
visit.
