7. Selina said that it was a pity that the Governor and senior HKG officials had such little time for CRC, It seemed that they had been categorised as "pro-China" and written off as serious people. The irony was that on most issues they saw more eye to eye with the Government than UDHK, although the latter had evolved into the nearest thing to a "pro-Government party". with the exception of the political package and, perhaps the airport, UDHк tended to oppose Government policy. They were certainly not dependable, as HKG officials were learning.

She added that, while she regretted the decision to gazette, the episode had at least exposed UDHK for what they were. Martin Lee had looked ridiculous: after weeks of egging the Governor on to gazette, he had then had to admit that Hong Kong people wanted talks, even though gazetting had made this virtually impossible. Nothing could have more effectively served to illustrate the chasm between UDHK's approach and the approach favoured by the majority of the community. UDHK knew this and had therefore been obliged to trim their sails.
