LETTER TO THE SECRETARY OF STATE FROM THE CHAIRMAN OF THE

DEMOCRATIC ALLIANCE FOR THE BETTERMENT OF HONG KONG (DAB)

1. I submit a draft reply from Mr Goodlad to this letter from

Mr Tsang Yok Sing, Chairman of DAB.

2.

The DAB is the pro-Peking party which was formed in May last year. As far as we can tell, it has tried to be reasonably

helpful in the use it has made of its meetings with Chinese

leaders in Peking.

3.

The Governor had an interesting conversation with Mr Tsang

last week, following the latter's recent visit to Peking, where he had had a meeting with Lu Ping. Although DAB is not particularly influential, it is worth keeping our lines open to

them and I recommend a Ministerial reply.
