ex-servicemen and that our present line on them will be contested. There is no realistic prospect of changing our line on ethnic minorities, but the number of wives and widows

of ex-servicemen is so small that we have asked the Home

Office to look again at this category to see if there is some

way in which Legco's demands can be met. However we cannot be confident that they will be any more inclined to grant citizenship to these women now than they have been in the

past.

Mr Goodlad will be meeting various members of LegCo later in the month. It is likely they will raise these two matters

with him.
