Page 17: "We are back on that famous window ledge from which the unofficials were more than once rescued in the 1982 to 84 negotiations, and this time saddled with stronger suicidal impulses." Unhelpful both in attributing suicidal impulses to the unofficials in 1982-84 and as describing HMG's current policy in these terms.
