Second, we cannot accept Sir P Cradock's view that British policy towards Hong Kong changed last October, and has now changed back to an approach closer to his own. The fact is that we have been consistent throughout this period in wishing

to discuss the Governor's proposals with China.

Third, if Sir P Cradock insists on publishing in the present

form, we would need to make clear that this was against our

advice. In that case he should at the least excise two

significant revelations in the section on the Airport:
