criticism of government policy. We all have to endure attacks by the press on policies with which we have been associated in
government. But as senior public servants (even retired) we have a duty of loyalty to the Government. In this case, we feel
that pursuing your criticism of the Government's policy could
harm the interests of Hong Kong which we all want to uphold.
Against this background we hope you will understand why we are
urging you strongly to omit the section in question from your
book or to delay publication until the current negotiations are
concluded.
