SIR PERCY CRADOCK

1. Sir R Butler has agreed that he and Sir J Coles should see Sir P Cradock on 2 July, to try to persuade him not to publish

passages from pages 198 to 219 of his memoirs until negotiations with the Chinese are completed. I submit a draft letter from the PUS to Sir R Butler enclosing a speaking note, and attach copies of the correspondence with Sir Percy.

2. Sir J Coles wrote to the Governor to tell him what was

proposed. The Governor's reply (attached) reveals some second

thoughts about this exercise. The Governor is content that we should seek the deletion of the two specific points (listed under "fall-back" in the speaking note) but now considers that we should not try too hard to stop him publishing. But since we are embarked on an effort to persuade Sir P Cradock not to publish the relevant part of his book, I recommend that we should still make a serious effort at the Cabinet Secretary's meeting to convince Sir P Cradock. If this fails, the speaking note also covers our minimum objective of securing deletion of the two points.
