1.
You have kindly agreed to be present when I see Sir Percy Cradock on Friday at 3.00 pm. I should be grateful if a member of Hong Kong Department could also be present to record:-
(a)
(b)
2.
changes agreed to the latest text;
changes proposed by us but not agreed by Sir Percy Cradock, together with his reasons for declining to amend.
You are considering what amendments we should seek in the light of the Cabinet Secretary's letter of
2 August. I shall await these. But my re-reading of the text suggests that one area where we should seek changes is where Sir P Cradock talks of "a policy of confrontation" (chapter 22, page 15) and alleges that the Chinese request for consultations was rejected (Chapter 24, page 8). I should be grateful if Hong Kong Department could let me have a note of the precise facts eg what the Governor said on his arrival in Hong Kong about his desire for Chinese cooperation; when and where we gave the Chinese notice of our proposals; and what was said in the Governor's October speech about 'willingness to consider alternatives and to hold discussions with the Chinese. close of play on Thursday please.
John Woles.
