You are considering what amendments we should seek in the light of the Cabinet Secretary's letter of

2 August. I shall await these. But my re-reading of the text suggests that one area where we should seek changes is where Sir P Cradock talks of "a policy of confrontation" (chapter 22, page 15) and alleges that the Chinese request for consultations was rejected (Chapter 24, page 8). I should be grateful if Hong Kong Department could let me have a note of the precise facts eg what the Governor said on his arrival in Hong Kong about his desire for Chinese cooperation; when and where we gave the Chinese notice of our proposals; and what was said in the Governor's October speech about 'willingness to consider alternatives and to hold discussions with the Chinese. close of play on Thursday please.
