should not try too hard to stop Cradock publishing. "At all costs we must avoid being blamed for trying to gag him". By then we were already set on our course. But I have had the Governor's revised view much in mind in recommending to the Cabinet Secretary that he should now withdraw his objections.

It now looks as though the memoirs will not be published until spring 1994 at the earliest. We should be well clear, by then, of the current negotiations.
