I am writing to confirm our telephone conversation earlier this afternoon.

I am grateful to you for the further amendments you have agreed to make to the last two chapters of your proposed text following your discussion with John Coles and recorded in the text enclosed with your letter of 7 August to John. As I told you when we spoke, the Prime Minister has accepted the recommendation of the Foreign Office and myself that you should be given clearance to publish your book with these amendments.

If asked by the press, we will be confirming that you submitted your book for clearance and it has been examined and cleared in the light of

of the Radcliffe principles. If we are asked whether any amendments were made, we will refuse to comment and refer them to you; but we will say that the question whether the book is critical of the Government or Governor is immaterial. It was considered in relation to the three criteria recommended by Radcliffe.
