We informed you on 2 December that the Governor in Council would be invited to decide whether a Subscription
Television Licence should be awarded to Wharf Cable
Limited, subject to the successful outcome of negotiations
to obtain an agreement on a number of conditions and the
detailed terms of the Licence.

The Executive Council has examined the assessment
Wharf Cable's proposal by the Hong Kong Government and Broadcasting Authority with the professional support of
KPMG Peat Marwick Management Consultants Limited in particular on aspects of programming, and technical and financial viability of the proposal.

accepted the
recommendations of the Administration and the Broadcasting
Authority and has
in principle the issue of the
approved
Licence to Wharf Cable Limited, subject to the conditions
conveyed to you on 2 December.

The Hong Kong Government will proceed to negotiate
detailed terms of the Licence with Wharf Cable Limited, to be submitted to the Executive Council as soon as possible.
