1 We spoke on the telephone last week. As promised I have signed off a letter to the Governor. But I am told that on security grounds it would be very much better if I did not fax it. As the next confidential bag to Hong Kong does not go until 15 October, I have asked Greg Dorey, Mr Goodlad's Private Secretary, to bring it out with him next week. It is frustrating that we cannot get it to you sooner. I very much wanted the Governor to have an earlier account. If there is any specific point on which he would like information by telegram, please let me know. But otherwise I do not think he will be very surprised by anything in my account. Nor do I think there is anything in it which requires early action.

I have considered telegraphing the whole thing. But it is a Longish letter with three longish enclosures.
