Born in Hong Kong in 1951. British (BDTC). Educated at University of Hong Kong and the Chinese University of Hong Kong. Single. Assistant General Manager of the Hang Seng Bank. Speaks Cantonese and English.

Mr Luk was appointed to LegCo on 8 October 1992. By comparison to other LegCo members, his community service record is relatively limited: member of the Statistics Advisory Board since 1986, and part-time member of the Central Policy Unit (1989-90). His main interest is in financial and economic affairs.

So far he has adopted a low profile in LegCo and has publicly indicated he has no political ambitions. An independent in LegCo'but generally takes a pro-establishment stance in major issues.
